abstract = "This work aims to develop analysis to quantify the different
levels of vulnerability to climate change, considering especially
the different scales of phenomena, including aggregation of data
that interact in different situations. Caraguatatuba and Santos
were defined as study areas, which municipalities with environment
global change and most population, respectively. The analysis is
based on Census units and Ponderation areas, to identify
vulnerabilities in different scales. This work seeking to identify
the limitations and advantages of the scale analysis, mainly,
considering the contexts that requires a downscaling or upscaling
to identify vulnerabilities in Caraguatatuba and Santos.",
